What is the SERU test?
SERU stands for Safety, Equality and Regulatory Understanding. It is an assessment required by Transport for London (TfL) for most private hire driver licence applicants in London. It checks that drivers understand the safety, equality and regulatory rules that apply to private hire in London.
Who needs to take it?
Most new private hire driver applicants in London need to complete the SERU assessment. Some existing drivers may also need to pass it. Confirm whether it applies to you on the official TfL page.
What does it cover?
The SERU assessment typically covers:
- Safety duties of a private hire driver.
- Equality duties, including treatment of passengers with disabilities.
- Regulatory requirements under the Private Hire Vehicles (London) Act 1998 and related rules.
- Conduct and licensing conditions.
How is it assessed?
The SERU is normally a written assessment. Format and pass marks can change — confirm the current format with TfL.
How to prepare
Preparation usually involves studying TfL's published private hire driver guidance and practising questions on safety, equality and regulation.
