How a taxi licence application works

A taxi or private hire driver licence application is made to the local licensing authority (the council, or Transport for London in London). The process is broadly similar across councils, but details vary.

Typical stages

  1. Check eligibility — confirm age, driving licence, and right to work requirements.
  2. Gather documents — driving licence, proof of address, proof of right to work.
  3. Complete checks — an enhanced DBS check and a medical assessment are usually required.
  4. Take tests — a knowledge and/or topographical test may be required (SERU for TfL private hire).
  5. Submit the application — to the council, with the relevant fee.
  6. Council decision — the council assesses your application and decides whether to grant a licence.

Who decides

Only the council decides whether to grant a licence. Smart Taxi Solutions does not issue licences or make licensing decisions — we provide application support, document preparation and test preparation.

How long it takes

Processing time varies by council and your circumstances. We do not guarantee any timeframe. Ask the council for its current typical timescale.

What can go wrong

Common issues include incomplete documents, not confirming current requirements, and failing a required test. See Common Mistakes Made During Taxi Licence Applications.
